It stands for Finalize Early and is responsible for the release of escrow funds to the seller before the conditions of the contract have been fulfilled. This is used to hedge the seller from BTC fluctuation and unexpected market shutdowns. This is also used sometimes to scam the buyers, as once funds have been released to the vendor, there is no option left but to depend solely on the promise that the package will arrive.
